The Federal Emergency Management Agency (FEMA), in association with the National Service Provider (NSP), designed a new interactive online determination tool for requests for Letters of Map Amendment (LOMAs) called eLOMA. eLOMA is a web-based application within the FEMA Mapping Information Platform that provides Licensed Professionals (i.e., licensed land surveyors and professional engineers) with a system to submit simple LOMA requests to FEMA.

Howell Kline Surveying (HKS) utilizes the eLOMA process where appropriate to assist clients in determining if the structure on their property, or the entire legally recorded property, is in or out of the Special Flood Hazard Area, known as the area expected to be inundated by the 1 percent-annual-chance flood (the base flood). This information is critical if trying to determine if Flood Insurance is required for financing your property, refinancing your property or applying for a home equity loan, or to assess Flood Insurance needs and risk assessment. An eLOMA is not the right solution for every homeowner. Certain criteria need to exist for the eLOMA process to apply, for example where the property involved is on naturally high ground that has not been raised by fill, and is adjacent to a studied (Zone AE) floodplain.

Field SurveyFirst a field visit is scheduled to perform the surveying measurements necessary to complete an elevation certificate. Then supporting data is gathered and analyzed such as the Flood Insurance Rate Map (FIRM), Flood Insurance Study Profile (FIS), record documents for the property including recorded plat maps and deeds. With this information HKS accesses the online interactive determination tool and submits the required data. After the appropriate data is entered FEMA will make an immediate determination as to what is, or is not, removed from the Special Flood Hazard Area. Random audits are conducted to ensure the integrity of the information provided. Utilizing the eLOMA web based application where appropriate eliminates the up to 60 day review period for a traditional LOMA application.
